VS 2010 Project research

Hello everyone,

I would like to gather some opinions about a project idea we are working on.

The idea:

We would like to create an application that is basically a virtual city map (with some extras). Right from the start we decided this should be a web application, so Windows Forms are out.

What would it do?

Imagine a scenario where a user registers with our site, entering some basic personal information. That information is saved to SQL Server 2008 database. Then, our application takes that information and creates a virtual place/house/3D object on the virtual city map. The user now can see his/her location in the virutal city.

Now this is where it gets tricky.
We want to create 3D objects. So when a user registers, the application creates a 3D house (nothing fancy, but a 3D representation of his location).

The technology:
The first thing that came to mind was XNA 4.0. And why not? It's not that hard to create 3D objects. The only real problem would be the transition from VB to C. Even XNA and SQL Server can work well together. But, we are not sure we could implement an application like this in a web environment (being run in a web browser).

The next thing we thought about was WPF. Not sure about its 3D capabilities, but it sure would be a lot easier to use it as a web application.

I'm here because I would like to hear some suggestions as to which technology to use? Or maybe the whole approach to this is wrong and someone has a better solution?
